1. Preheat the oven to 180°C (350°F) Gas 4.
2. Rub the butter into the flour with the salt, and bind with enough milk to make a dough. Knead for about 7 minutes.
3. Form the dough into about 20 balls and roll flat on a floured surface.
4. Cook on a baking tray for about 10 minutes, until the edges are just beginning to brown. Cool on a wire rack.
5. Store in a tin and serve with butter and cheese.
