1. Place the tomato and vegetable juice, tomatoes, garlic, onion, red and green peppers, wine vinegar, chopped basil and cucumber in a blender or food processor and process until smooth.
2. Season to taste with salt and pepper; chill well.
3. To serve, pour the soup into four bowls and garnish each serving with a sprig of fresh basil.
