method
1. Lay the herring fillets skin side down, season with a little salt and pepper.
2. Heat the oil, add the onion and stir-fry for 3 - 4 minutes. mix in the chopped apple and stir-fry for a further 2 minutes. Remove from the heat.
3. Stir the onion and apple into the breadcrumbs, mix in the parsley and orange zest and stir in the orange juice to bind the stuffing together.
4. Place a spoonful of the stuffing in the centre of each fillet, then roll the herring round it. Transfer to an ovenproof dish.
5. Spoon the water round the stuffed fillets, cover with foil and bake at Gas Mark 4, 180°C, 350°F for 25 - 30 minutes.
