1. Form the mince into small balls with dampened hands, place on a rack under a preheated grill and cook for 6 - 8 minutes, turning to brown all sides.
2. Heat the oil in a saucepan, add the garlic, chilli and onion and stir-fry for 3 - 4 minutes.
3. Sprinkle in the flour and gradually blend in the tomatoes. if using canned whole tomatoes, break them up with a wooden spoon while stirring the mixture.
4. Crumble in the mince and bring to the boil, stirring continuously.
5. Cover, reduce the heat and simmer for 20 minutes, stirring from time to time to prevent the mince sticking to the base of the saucepan.
6. Add the green or red pepper and kidney beans to the saucepan; cover and simmer for a further 10 minutes.
7. Adjust the seasoning, adding salt and pepper to taste.
8. Sprinkle with parsley and serve.
