You pour it into the dish, after arranging the potato and cheese in layers, as it says in the recipe. If you were supposed to mix it around with the potato and cheese it'd have said so. How much clearer can it be?!

My Mother used to make this exact recipe, which was a very special dish for Saturday evening, 50 years ago. Mashed potato ruins it.

The potatoes should be boiled for a short while first to soften them.
Tried the recipe as written and was rubbish
