1. Sift plain flour, baking powder and salt into a bowl. Add the wholemeal flour and oatmeal. Rub in butter, then mix to a firm dough with the milk.
2. Roll out on floured work surface until 0.5 cm (1/4 inch) thick. Cut into squares.
3. Place on buttered baking tray. Brush with milk. Bake in the oven at 200°C (400°F) mark 6 for about 10 minutes, until just golden.
4. Cool and store in an airtight container.
