1. Soak the salt cod in water for 12 hours, then drain and plunge into simmering water, remove from the stove and allow to cool completely. Remove the skin and bones and flake the flesh.
2. Combine the fish with the flour, chopped chives, chopped onion, chopped chillies and garlic and curry powder, add sufficient water to form a thick paste.
3. Drop tablespoonfuls of the mixture into hot oil and deep fry until golden. Drain, season with salt and sprinkle with lemon juice. Serve garnished with wedges of lemon and deep-fried parsley.
