1. Cut the kipper fillets into thin slivers and place in a mixing bowl.
2. Mix together the oil, lemon juice and plenty of black pepper and spoon over the kippers. Chill in the refrigerator, preferably overnight.
3. Arrange the kippers on a serving platter and spoon the dressing over.
4. Top with onion rings and lemon wedges.
