1. First prepare the topping. Mix sugar and vinegar until sugar has dissolved. Mix with remaining ingredients and allow to rest for 10 minutes.
2. Drain and set aside.
3. To prepare the meat, slash fat edges 2.5 cm (1 inch) intervals to prevent meat from curling during cooking.
4. Heat a ridged pan until smoking hot, then grill meat for 5 to 7 minutes in total (rare) or 7 to 10 minutes in total (medium).
5. Season meat with salt and pepper and top with drained topping.
